I'll put 19 years of drawing experience 'cos I've been drawing for as long as I remember. I'll rarely go through a day without at least churning a sketch out.
I'm officially a graphic designer, studied it for 4 years at varying levels. I've been using Photoshop for about 7 years now, I'm quite good with it. I can colour SA Style if your heart desires it.

Payment before product I'm afraid. Sorry, but there's a lot of untrustworthy people out there. My prices are based on pictures of up to 2 characters. Any more than 2 will cost more.
Also, backgrounds aren't included. If you want a coloured background, prices will be £5 - £7.50 ($10 - $15), based on complexity. For sketched or just inked backgrounds, I'll say £3 / $6.
